Russia has no single complete address base and corresponding geoinformation platform for territory and route planning. Thus there are many buildings with no address or multiple addresses, a lot of addresses has no spatial links (attitude, latitude). It leads to problems with delivery, route planning, network planning.
In December 2019 Russian Post in partnership with startup GeoAlert launched geoservices platform to meet internal needs in precise delivery point location and offer a corresponding product to the market. With AI analysis of space images they identify all the buildings on the territory, then compare the findings with all available address databases and build link «building-address(es)-coordinate». In cases when a building has no references in any base they ask postmen to conduct a field check and then fix the address for it. The platform allows to decrease costs of false delivery (USD 30 mln annually).
The AI-algorithms Russian Post developed also analyze features of buildings, classify them (industrial, residential, technical) and calculate population of a particular residential building. It uses population heat maps built on the platform to locate parcel lockers and post offices. The platform has a great commercial potential – the Russian Post has received requests from private companies and federal and local authorities for such a platform and its services. The scope of requests vary from territory planning and tax accounting to e-commerce delivery services.
